National Mortgage Rates Hit Record Low

California mortgage rates for 30-year fixed-rate mortgages average approximately 4.53%, which is below the national average. California state mortgage rates range between 4.25% and 4.88%. 
 
The falling rates have not sparked a boom in California home-buying boom. New-home sales for the nation collapsed in May after the government tax credits expired in April, and the economy suffers from high unemployment and cutbacks in consumer debt and spending.
