Merchants are also now free to offer discounts to people who choose to pay cash or use debit cards instead of using cards. However, merchants will not be allowed to charge different prices for customers depending on the credit card they use. Legally there can only be one price for customers who use American Express cards or Visa, Discover and MasterCards. Merchants also will not be allowed to offer price discounts based on the bank issuing the debit or credit cards being used.
